Spray fragrances are typically 5–15% fragrance concentration diluted in alcohol. Alcohol evaporates quickly, that's what causes the “spray” effect, so your fragrance goes with it.
Perfume oils, by contrast, are pure concentrated fragrance with no alcohol. There's no vehicle for the scent to escape on; it sits on your skin and fabric, developing and lasting for hours.
